El Foro Global de Bioética en Investigación (GFBR por sus siglas en inglés) se reunió el 3 y 4 de noviembre en Buenos Aires, Argentina, con el objetivo de discutir la ética de la investigación con mujeres embarazadas. El GFBR es una plataforma mundial que congrega a actores clave con el objetivo de promover la investigación realizada de manera ética, fortalecer la ética de la investigación en salud, particularmente en países de ingresos bajos y medios, y promover colaboración entre países (...) del norte y del sur.a Los participantes en el GFBR provenientes de Latinoamérica incluyeron a eticistas, investigadores, miembros de comités de ética y representantes de autoridades sanitarias provenientes de Argentina, Brasil, Chile, Colombia, Ecuador, El Salvador, Guatemala, Honduras, Panamá, Perú, Nicaragua y la República Dominicana. Una legítima preocupación por la protección de las mujeres embarazadas y sus embriones o fetos ha llevado a la mayoría de los países de la Región de las Américas a limitar la realización de estudios con mujeres embarazadas exclusivamente a aquellos estudios específicos sobre el embarazo, y a requerir la exclusión sistemática de las mujeres embarazadas o de las mujeres que quedan embarazadas en el curso del estudio. Ciertamente, a lo largo de la historia de la ética de la investigación, se ha creído erróneamente que proteger a una población es sinónimo de excluirla de los estudios. Se sabe ahora que proceder así implica exponer a riesgos mucho mayores a la población que se busca proteger. El embarazo implica cambios fisiológicos sustantivos e impacta profundamente la manera como el cuerpo metaboliza los medicamentos. Sin embargo, por evitar hacer investigación con mujeres embarazadas, no se ha producido la evidencia científica necesaria para tomar decisiones sobre tratamientos e intervenciones preventivas con dosis eficaces y seguras para ellas y sus embriones o fetos. A manera de ilustración, en el 2001 había en los Estados Unidos apenas más de una docena de medicamentos aprobados para uso en el embarazo (1) y en el 2011 la Food and Drug Administration (FDA) aprobó por primera vez en 15 años un medicamento para su uso en el embarazo (2). Como consecuencia de no haber producido la evidencia necesaria, se pone en riesgo la salud de las mujeres embarazadas cada vez que se les da atención médica. Las mujeres embarazadas se enferman y las mujeres enfermas se embarazan, y no se sabe si los medicamentos que se les da son eficaces o siquiera seguros para ellas y sus embriones o fetos. (shrink)

Evaluating the Knowledge and Practice of Limitation of Therapeutic Effort in Health Workers at a Health Care Institution for Cancer Patients in Medellín, 2018Avaliação do conhecimento e da prática da limitação de esforço terapêutico em equipe de atendimento de uma instituição prestadora de serviços de saúde para pacientes oncológicos de Medellín, 2018Limitation of therapeutic effort is any action that involves suspending or not initiating medical treatment or therapeutic measures in patients who will not receive any clinical benefit. In Latin America, (...) some research has proven a lack of familiarization and disagreement with the subject and its practices. The present study tried to objectify the knowledge of LTE of healthcare personnel at an institute in Medellín using a self-administered survey that allowed conducting a cross-sectional descriptive study with non-probabilistic sampling. Within the results, 56.5 % of respondents understood the concept of LTE, and 90 % applied it actively. COVID-19 has resulted in extraordinary disruptions to the higher education landscape. Here, we provide a brief report on 295 students’ academic perceptions and emotional well-being in late May 2020. Students reported the high levels of uncertainty regarding their academic futures as well as significant levels of stress and difficulty coping with COVID-19 disruptions. These outcomes were related to the higher levels of neuroticism and an external locus of control. Female students reported worse emotional well-being compared to males, and the students (...) of color reported the significantly higher levels of stress and uncertainty regarding their academic futures compared to White students. These results suggest that some students may be at particular risk for academic stress and poor emotional well-being due to the pandemic and highlight the urgent need for intervention and prevention strategies. Studies of creative industries typically contend that creative work is profoundly precarious, taking place on a freelance basis in highly competitive, individualized and contingent labour markets. Such studies depict creative workers as correspondingly self-enterprising, self-reliant, self-interested and calculative agents who valorise care-free independence. In contrast, we adopt the ‘ethics of care’ approach to explore, recognize and appreciate the communitarian, relational and moral considerations as well as interpersonal connectedness and interdependencies that underpin creative work. Drawing on in-depth interviews with creative workers (...) in a range of marginal socio-cultural contexts, we argue that creative workers cultivate and sustain a diverse array of practices of care arising from an affective concern with the well-being of others. Far from being merely individualistic and crudely competitive actors, creative workers enact practical ethical responsibilities and affectivities towards a range of human and non-human others, including families, local communities and neighbourhoods, colleagues, artistic scenes and their adjacent genres, and surrounding national and linguistic cultures. In emphasizing the fundamental and structuring role of care in contingent labour markets our approach accords with recent trends in the social sciences that ‘affirmatively’—as opposed to ‘negatively’ and ‘suspiciously’—recognize that mutuality, solidarity and affectivity are powerful drivers of action on a par with or even exceeding market-driven self-centredness. For too long, criminal law scholars overlooked immigration-based offences. Claims that these offences are not ‘true crimes’ or are a ‘mere camouflage’ to pursue non-criminal law aims deflect attention from questions concerning the limits of criminalization and leave unchallenged contradictions at the heart of criminal law theory. My purpose in this paper is to examine these offences through some of the basic tenets of criminal law. I argue that the predominant forms of liability for the most often used immigration offences (...) are, at least in principle, controversial and depart from what is often presented as the paradigm in criminal law. Above all, immigration offences are objectionable because they fall short in fulfilling the harm principle and, given that criminal punishment as used against immigration offenders is often a secondary, ancillary sanction to deportation, they license excessive imposition of pain. Este artigo analisa os conceitos de sexualidade e gênero na contemporaneidade. Procura-se identificar as produções bibliográficas recentes em vários campos de conhecimento e seus limites e avanços epistemológicos para entender outras relações sociais e os novos contextos diaspóricos na produção de sexualidades, raça, gênero, afetividade e corpo na pós-colonialidade.

This article aims to show that the practice of attention can create an openness to the truth, from where ethics arises. It does so by exploring the role attention plays, according to Ricoeur, in Freud’s thought. Ricoeur shows how in the first stage of Freud’s thinking – that of the Project of a Scientific Psychology – attention is one of the instances in which a purely mechanical quantitative explanation can be questioned. Further on, with the introduction of narcissism, Ricœur shows (...) that attention, insofar as it opens a space for the “wounding truth,” opposes narcissism. Finally, the article explains how in the therapeutic setting an attentional epochē allows the therapist to be “the reality principle in flesh and in act,” so that the ego can gain control. According to Ricœur, this non-judgmental gaze opens a space of truthfulness for the patient’s self-knowledge which, although not being the totality of ethics, constitutes its threshold. (shrink)

Esta traducción tiene el carácter de ser comprensiva, esto es, fue escrita de tal forma que pueda ser entendida por el lector. También, para efectos de un mejor ejercicio pedagógico, se propone un comentario filosófico– crítico, es decir, una breve paráfrasis explicativa, que otorgue luces a la comunidad de habla (...) hispana en función de potenciar el acercamiento a este texto traducido. Nos encontramos ad portas de la primera traducción comentada en español de una parte de la obra de Roger Bacon3, quien es real e indudablemente el padre del método científico y el verdadero reformador de la ciencia moderna. El artículo se centra en analizar la propuesta filosófica del italiano Giorgio Agamben y el modo en que en ella se introduce al pensador alemán Carl Schmitt. Sobre Agamben se evalúa cómo el recurso a la teoría de la excepcionalidad schmittiana, es invertido para favorecer una teoría política impersonal, expresada en una soberanía omnipresente y una resistencia altamente pesimista. Se plantea una crítica a los planteamientos de Agamben, argumentada en la necesidad de dar continuidad a la teoría decisionista de Schmitt. (...) El artículo sostiene que Agamben se basó en la faceta teológico-política de Schmitt y prestó poca atención al Schmitt que relaciona el Estado de excepción con la vida pública, lo movimientos y el antagonismo político de la realpolitik. In this co-authored article, one contributor presents a case story from an interview with a social worker in Slovenia, while five others offer commentaries on ethical aspects of the case. The story comes from a practitioner working with a pregnant young woman, arranging for adoption following birth. The social worker respected the woman’s request to keep her identity secret, hence not registering her in the institutional records. However, whilst the social worker was on holiday, the baby was born and anonymity (...) was not maintained. Commentaries 1 and 2 evaluate the story through its form: as a narrative with a tempo and plot; and as a performance that creates its narrator as an agent with an ethical identity. Commentary 3 uses a normative moral philosophical framework (virtue ethics), while the final two commentaries take a more grounded approach. Commentary 4 views the social worker as using discretion to act in a space void of rules (there is no provision for anonymous birth), whereas Commentary 5 foregrounds the Slovenian code of ethics as a source of ethical standards unremarked upon by the social worker. The article ends with reflections on the value of exploring multiple perspectives and engaging in dialogue in developing ethical understandings and actions. (shrink)

Background: This study developed a photo and video database of 4-to-6-year-olds expressing the seven induced and posed universal emotions and a neutral expression. Children participated in photo and video sessions designed to elicit the emotions, and the resulting images were further assessed by independent judges in two rounds. Methods: In the first round, two independent judges, experts in the Facial Action Coding System, firstly analysed 3,668 emotions facial expressions stimuli from 132 children. Both judges reached 100% agreement regarding 1,985 stimuli, (...) which were then selected for a second round of analysis between judges 3 and 4. Results: The result was 1,985 stimuli were produced from 124 participants. A Kappa index of 0.70 and an accuracy of 73% between experts were observed. Lower accuracy was found for emotional expression by 4-year-olds than 6-year-olds. Happiness, disgust and contempt had the highest agreement. After a sub-analysis evaluation of all four judges, 100% agreement was reached for 1,381 stimuli which compound the ChildEFES database with 124 participants and 51% induced photographs. The number of stimuli of each emotion were: 87 for neutrality, 363 for happiness, 170 for disgust, 104 for surprise, 152 for fear, 144 for sadness, 157 for anger 157, and 183 for contempt. Conclusions: The findings show that this photo and video database can facilitate research on the mechanisms involved in early childhood recognition of facial emotions in children, contributing to the understanding of facial emotion recognition deficits which characterise several neurodevelopmental and psychiatric disorders. DISCURSOS DE LA SUBJETIVIDAD: LA CRÍTICA DE LOS ESCRITORES.

O relato de experiência teve como objetivo desenvolver práticas de humanização que promovam a saúde na equipe de Enfermagem de uma UTI Neonatal em um hospital catarinense. Participaram da atividade, sete profissionais; destes, três eram enfermeiros(as) e quatro eram técnicas de Enfermagem. Realizaram-se encontros semanais com duração de uma hora, cujo método estruturou-se em três módulos denominados: Módulo 1: Autocuidado; Módulo 2: Trabalho em Equipe e Módulo 3: Processos reflexivos. Para o alcance dos objetivos estabeleceram-se técnicas de dinâmicas de grupo (...) e rodas de conversa. Os resultados possibilitaram novas reflexões sobre o autoconhecimento, troca de saberes entre os profissionais, bem como estratégias de resolução de conflitos. Sugere-se a continuidade de intervenções que preconizem a humanização, não somente nesse contexto, mas em diversos serviços de assistência à saúde. (shrink)

This article examines how parents should make health decisions for one child when they may have a negative impact on the health interests or other interests of their siblings. The authors discuss three health decisions made by the parents of Alex Jones, a child with developmental disabilities with two older neurotypical siblings over the course of eight years. First, Alex’s parents must decide whether to conduct sequencing on his siblings to help determine if there is a genetic cause for Alex’s (...) developmental disabilities. Second, Alex’s parents must decide whether to move to another town to maximize the therapy options for Alex. Third, Alex’s parents must decide whether to authorize the collection of stem cells from Alex for a bone marrow transplant for his sibling who developed leukemia. The concept of a comprehensive language curriculum provides an important basis for the development of student's plurilingual competence. It ensures the inclusion of all students' language skills in language education, the creation of cross-linguistic connections, and the development of language awareness and awareness of language learning. Factors that influence the implementation of this concept at the school level are, amongst others: school leadership, collaboration among school staff, appropriate teaching methods, and beliefs and attitudes of all members of the school as (...) an educational community. To determine possibilities for the implementation of comprehensive language curricula in Croatian primary schools, qualitative methods were used to investigate beliefs of language teachers, professional associates, and school principals about the development of students' plurilingual competence, as well as language teachers' teaching practice and the ways plurilingual education is supported at school level. Data analysis shows that the participants mostly have monolingual beliefs when it comes to the development of students' plurilingual competence. Also, although most teachers state that they make comparisons between languages in their teaching, a systematic cross-linguistic comparison and cooperation in the planning and implementation of language education are almost completely absent. Imposition of sanctions for violations of competition law rules is an important instrument of the European Union (EU) and Lithuanian competition enforcement authorities and is an inevitable part of the EU and Lithuanian competition law policy. The fining policy of the Lithuanian Competition Council for breaches of the Lithuanian and EU competition rules has recently been changed by the new 2012 Government resolution and has been aligned with the 2006 Commission Guidelines on the method of setting fines. The new Lithuanian (...) fining rules set exactly the same basic principles for setting the amount of fines and are very similar to the Commission’s Guidelines, however some peculiarities may and shall be distinguished. The new Lithuanian fining rules in some aspects are even stricter than the EU fining rules established in the Commission’s Guidelines. The aim of the article is to analyse the main changes in the Competition Council’s fining policy and identify the discrepancies in national and EU fining rules, analyse advantages and disadvantages of the new fining policy. Aujourd’hui, les images du monde sont plus que des éléments figuratifs d’une cosmologie. Elles déterminent de manière médiatique la façon selon laquelle nous apercevons le monde et le savoir que nous en avons. La contribution fait une analyse, sur le modèle de Martin Heidegger, du devenir du monde en image du début de l’époque moderne jusqu’à aujourd’hui. L’importance est accordée principalement aux paramètres d’un concept scientifique du monde et ses transformations concernant le changement des médias . Selon Ofak, les images (...) scientifiques correspondent en même temps à une preuve et une prophétie. Finalement, un aperçu de la portée des simulations sur ordinateur dans les sciences modernes confirme cette thèse. (shrink)

Slike svijeta su danas više nego očigledni elementi jedne kozmologije. One medijalno determiniraju način na koji spoznajemo svijet i time isto znanje koje o njemu imamo. Oslanjajući se na Martin Heideggera tekst analizira nastajanje slika svijeta od ranoga novog vijeka do sadašnjice. Centralno značenje se pri tome pridonosi parametrima znanstvenog oblikovanja slike svijeta i njihovim transformacijama u odnosu prema promjeni medija . Pri tome autorica razmatra tezu po kojoj se znanstvene slike istovremeno shvaćaju kao dokaz i proročanstvo. Uvid u prakse (...) kompjutorskih simulacija na polju modernih znanosti na kraju teksta pomaže poslužiti kao potpora tezi. (shrink)

Heute sind Weltbilder mehr als anschauliche Elemente einer Kosmologie. Sie determinieren medial die Art und Weise, wie wir die Welt wahrnehmen und welches Wissen wir über sie haben. In Anlehnung an Martin Heidegger untersucht der Beitrag das Werden der Welt zum Bild von der Frühneuzeit bis in die Gegenwart. Eine zentrale Bedeutung wird dabei den Parametern eines wissenschaftlichen Entwurfs der Welt und seinen Transformationen in Bezug auf Medienwechsel beigemessen. Ofak verfolgt die These, dass wissenschaftliche Bilder einem Beweis und einer Prophetie (...) zugleich entsprechen. Ein Einblick in die Praxis der Computersimulation in den modernen Wissenschaften hilft diese These zu erhärten. (shrink)

Today, the world image is far more than a figurative element of a cosmology. Just like a medium, it determines the way we perceive the world as well as the knowledge we possess about it. Following Martin Heidegger, the article analyses the process of becoming of the world image from the early modernity to the present times. The parameters a scientific draft of the world image displays and its transformations regarding alternating media have a central meaning in this process. The (...) author follows the idea that scientific images, which are a crucial part of the world image, serve as a proof and at the same time a prophecy.
